Get commit access to wip project (very easy, but optional)

Update the package
test it with
```
PKGSRC_RUN_TEST=yes
```
(in /etc/mk.conf, if possible)
Have environment with pbulk
This is not so easy, but nice to have clean environment for test.

Test the package with the package name in limited_list file.
prepare commit message from ChangeLog or CHANGES etc to show the diff from previous version
send-pr or commit to wip (if you have setup for commit access)
subscrive Mailing-list pkgsrc-users tech-pkg
(join key sign party to ease paper work)
