One new installation is missing the last line.

＠ lisp/net/tls.el is changed recently:

/usr/pkg/share/emacs/26.0.50/lisp/net/tls.el
/usr/pkg/share/emacs/26.0.50/lisp/net/tls.el changed
s_client is a debug tool, it does not set up a secure connection,

＠ M-x customize, search gnutls and then:

change /etc/ssl -> /etc/openssl fixed the problem.
